Well, it depends.

Hostels are used primarily by budget travelers. As the saying goes, you usually get what you pay for.

What I "WANT" out of what would be considered a better "western" hostel, preferably, is: clean rooms & bathrooms, marginally comfortable beds, bug free, and generally comfortable.

Hostels run the gamut from the grimiest, most filth ridden, trodden flophouses you can (or can't) imagine, to some of the cleanest, most enjoyable, well kept hostels.

Location is nice, but it's a hostel. Most are not located in the most desirable areas of larger cities (domain most often of the luxury hotels), but in smaller towns you can find them in awesome locations more often than larger cities. As long as a hostel is close to a convenient form of transport to the sights, I'm usually OK with it.

As far as cleanliness & comfortability goes, as long as I have a sleepable bed, a relatively clean bedroom and bathroom, I am usually happy. The beds shouldn't be beaten to heck, saggy in the middle and so forth. Bathrooms are a major source of complaints about hostel life amongst hostelers. Some of them deserve hazmat status. Others are as good as a nice hotel. I prefer one that I'm not going to feel like taking a shower after, well...taking a shower.

As far as drugs go, I don't use em. Well, I do like a beer, some wine and so forth, but you get the picture. I don't personally care what other people do. But I do like, at the very least, a smoke free room. In many countries, drugs are illegal. In not a few hostels, you will get the boot if you smoke pot. They don't want to risk the fines. Some hostels even get raided in certain places (I've seen it happen). Outside of Amsterdam, it's probably wise to use caution.

In a hostel, I would be looking for cleanliness and good cooking facilitiesi.e. a decent kitchen as being the two most important things.
ideally I would be looking for rooms with two beds either single or bunk beds. Location would be ideal just on the edge of a town but not in the centre, near a good transport network though. Depending on the country, a pool would be good. Otherwise a decent recreation area e.g. games room and separate tv lounge. Are you setting up a hostel???

Typically, you will get a bed in a four bed dorm. The facilities are communal. I tend to use the YHA/Hostelling International as I find them a lot cleaner, safer, and more reliable than the independants. Although, I have stayed in several independants that have been excellent. The staff in the good hostels are helpful and knowledgeable about what they do and the area they work in (I always get the impression that it is more of a career that they enjoy rather than a job they have to do). The backpackers and travellers you get in hostels are generally very amenable and used to travelling. This makes the environment a safe and pleasant environment to be in as if you do get into trouble, there is someone around who is willing to help.

small room shaerd with 3 others that dont smell to good cos there is only one bathroom in the whole place.
Thats why i stay in swancky hotels
