That would be a city ordinance issue and it varies. ln a lot of the towns I've been in, I've been ok with just my hazard lights flashing if it's a quick delivery (provided I'm not obstructing traffic.) Otherwise, just flag down a police officer and ask. And have some quarters ready just in case! Good luck.
