In answer to your question, Bush is "Or what." Nobody graduates from Yale and Harvard, without having some smarts, regardless of family connections.
Nobody manages to win 2 governorships and 2 presidencies without plenty of smarts. Rove and Cheney alone can't win a presidency. They need a President who is more than a figurehead.
Bush is a poor public speaker, we all know that. He'll never be called a great orator. But have you ever seen him in a tough one on one interview. It's clear the man has thought through his policies and has good reasons for believing what he does. Can the same be said for his harshest critics? Most advocate idiotic policies without a thought to the eventual consequences, as long as it scores political points.
The people who believe Bush is an idiot are just hateful of his success and his beliefs. Many don't even understand that Bush is not really much of a conservative, given his actions in office. Rather than counter with facts and logic, they can only belittle him and call him names. You yourself fall into this catagory. The same exact thing happened to Reagan. Nobody gave Reagan any credit, they just called him an amiable dunce or a bad actor. Yet the truth is that Reagan has been writing his own speeches and formulating his positions for many years prior to becoming president. His plethora of writings, in his own hand, prove that very thing.
