She is crying because her mother has been giving her that sort of affection/ attention every time she cried since she was little.
It is a habit that has lost its purpose with the passing of time and now manifests in the way it does. By crying and recieving consolation, your cousin is reaffirming the patterns of love passed down by way of comfort and tears

How old is your cousin's sister? Oversensitivity is quite normal for some young children. They gradually grow out of it. Some kids will cry for no apparent reason at all. That's OK. The best thing to do is ask the child, "Do you need someone to talk to?" Please, not the "Are you all right?" question, which has to be the dumbest one on the face of the earth. Just hear how many times it is asked in TV programs where the person is obviously dead, injured, or under stress.

Crying is a very good release, but often when people see others crying they think they are sad or need help. Therefore they try to console them to find the source of the problem.

Your cousin sister does not need consoling; she needs proper counselling.
