I don't think you should say 'a mentally retarded person' because he/she is a person too. It's like having everyone thinking you are a retarded person. How would you feel? That person would feel bad.
This person might have trouble forming sentences because they might be cold or just nervous I mean i sometimes can't form sentences are you saying I'm retarded? Well I do that only if I'm nervous or if I'm lazy to talk. To answer your question, the person might be talking to his friends maybe that something really scary happened...

The mentally retarded (the politically correct term is "special") have a lot to say, if people are willing to listen. What they may be lacking in intelligence, they make up for with common sense that the rest of us lost when we turned five years old. They are wonderful people to get to know because they are honest and do not put on airs. If a special person tells you that you are a nice person, then they mean it!
I used to work with special people and have several friends who are special. They are a joy to be around and offer incredible insight. You really shouldn't be making fun of them.

All I can say is I hope you don't have any kind of job that involves working with people with Downs Syndrome. They are still people with feelings, fears and dreams. Just because YOU couldn't understand what he was saying doesn't mean the person on the other end of that phone didn't. Grow up.
