This help is for Sims 2:

Downloaded objects including Clothes, Hair, Facial Hair, Skin Tones, Makeup, Glasses and Eye Colors, and objects for Homes and Community lots have the .package file extension. They are usually available for download as either a ZIP or RAR archive file.

These files will need to be extracted with WinZip or WinRAR into a single folder: /My Documents/EA Games/The Sims 2/Downloads. If the Downloads folder doesn't exist, create it with Windows Explorer.

When you run The Sims 2 it might ask you if you want to enable custom content. Make sure the checkbox is ticked to make it enabled so it will appear in the game.

If you end up with files that end with .Sims2Pack or .Sims2Skin then double-click on these and click on Install when the Custom Content installation window appears.
