The skin in that area is very sensitive, which is one reason the hair is so important - it protects the skin from being rubbed too much by clothing, etc. The other function is to allow air circulation down there, to evaporate sweat. People who shave often stink really bad because the air can't get to their warm, moist area, and fungus grows. So if you want moldy, sore testicles, shaving is fine. Otherwise keep the hair!
