Outside of Ueno Station, there are lots of homeless. Same thing in many of the parks in Tokyo.

There aren't really any poor "places" bc even remote villages receive govt funding. A lot of people living up in the mountains have a better quality of life than their salaryman counterparts. Japan is the most middle-class place I have ever seen. So I'd say some are definitely lower middle class (aka gaijin, har har, but seriously. . .), but there aren't many poor, just as there aren't that many truly rich people.
There are homeless people in the cities, as some people mentioned.

What do you mean by poor? you should know that in Japanese society there are not such classes poor or rich as in other countries.
But if you mean places where you can see poor people then they are mostly Parks and stations because many home less people lives their.

Underdevelped areas in Japan would be Aomori, Ishikawa, Okinawa etc., but I don't think you could call them poor-just not as rich as the rest of Japan.
