well celebrity is not all about liking. sometimes its measured on the sum of people who hate and critic your every move. that now becomes a stepping stone to being a celebrity. politicians can be celebrities since a huge number of people hate/love them. they go out in public and say nice things. kinda like that. in school, we have school campus celebrities, the athletes, the homecoming queens, the cheerleaders even the school nerds. when a huge sum of people know you whether because of how you look, think or behave, then you become a celebrity not because of the silverscreen but because of something more valuable.

It doesn't matter how many people know you, it only matters who knows ya. The right people can make anyone a celebrity. One day people might look up and see someone and inquire. So in short, 90% of celebrity's become that way by association.
