You could possibly have a virus,and or spyware etc

Scan your computer with your antivirus & spyware programs to remove all traces and then see if the problem still exist

Alot of down loaded programs require a reboot--there should be a prompt.

Most programs that you download require a reboot. I would not be alarmed.
