Neither one is correct.
Rarely is an adverb. It adds more information to a verb (action word). I rarely sing. I rarely read.
Rare is an adjective. It adds more information to a noun (person, place, think, idea). I have a rare disease. I bought a rare coin.
For the most part, adjectives come before the noun. However, with the "be" verb (is, am, are, was, were), adjectives come after the verb and add more information to the noun that comes before the verb. (She is pretty. The dog is hungry. ...think "pretty girl," "hungry dog.")
Therefore, you can say:
It's rare that I don't get nervous or shy.
(Which is a little awkward. Rare + don't put together make it difficult to understand your meaning. )
*Note: "It's" is a contraction for "It is."
It would be better to say:
It's rare that I get nervous or shy.
OR even better:
I rarely get nervous or shy.
BTW, you wouldn't use "nor" because you need to use "neither...nor." (I am neither happy nor sad.)

Rarely doesn't sound right. It would be rare, if I didn't become nervous or shy. Is this what your looking for?Or try this. It is rarely the case, that I don't become nervous or shy.
