There was this puzzle game for the PC. I think I remember playing it on either windows 95 or 98, but in either case, it was in that era. The game involved solving puzzles by using common sense or logical reasoning. The puzzles involved physics and electronics. It was intended to be a game for kids I'm guessing, but it could have been hard for an adult. Sometimes, you would have to use these AND/OR/NOT things for the elctronic puzzles, which would turn on a light or something. You could make your own puzzles. When the game started up, it would have this cool techno beat on the title screen. I just can't remember the title of the game. I think there was an old guy with white hair that was all messy. I'm sorry if this seems a little vague, but my memories of this game are.

I just wanted to find it for my little sister, and so I could play it again, and finally beat it.

It was very similar to "The Incredible Machine"

Sadly, it was not from the Dr. Brain series.
