Do they allow walk-ins for SAT's?

no, but they allow stand-bys. Stand-bys are people who didn't register in time. If you're put on stand by, they tell you to show up anyway and hope that somebody doesn't show, but you aren't guaranteed a spot.

Yes, but usually up to school site.
