when a homeless persone ask to speack to staff at a homeless shelter should staff down grade them by saying get away from me i dont want to talk to you and waveing arms in a manner to intimadate those that are homeless

No, because anyone can fall on hard times. However, many people abuse such services and are there by their own fault. But, every person should be respected at first.

I think the homeless should be the staff in the homeless shelter... Unless it takes a specific college degree in which they don't have.

On face value of your question, I'd say no. But who knows the whole situation. Could be the homelss person in question was being obnoxious to begin with and p.o'd the staff member.
