Rookie player salaries (for players selected in the first round) are subject to a "slotting" system where it is a cat and mouse, wait and see game. The first pick of the draft will typically receive a 10-20% increase in signing bonus/salary over the previous year's first pick. Then for the rest, it is proportional to what spot they were selected in the draft. Usually about a 5-10% decrease per slot picked, on average. What normally happens is that the guys picked say.. 15th will wait until #13 and #14 sign before signing themselves so they don't screw themselves out of some extra pay.

The exception is when the "consensus" first pick of the draft for whatever reason isn't selected first. They can usually expect to receive extra money above what the "slotting" would typically pay -- See Reggie Bush, Vince Young, etc.
