But i,m struggling and cant do it right now. I dont have no hot water and my ceiling is falling apart. And the bad thing about it is im on Section 8 and they seem like they are working with him. When I complain they seem like they won't do anything about it. what should I do??

Call DSS first because that can make them aware of the neglect from your lanlord to your children. Next seriously think about moving out or getting off section 8 if they can't help!!

Take pictures to prevent them from stating that you did the damage to the ceiling. As far as not having hot water it is illegal to rent out an apartment that does not have hot water. You need to continue to complain about this and eventually they will get tired of hearing about it and do something, hopefully you have the deposit information in writing, if not get that done as soon as possible. Keep records of everything, start a log book including times and names of whom you speak with.

In Mass. Section 8 doesn't pay for repairs to damage done on a house you are renting. if you moved in and it was like that and you only had a verbal agreement that he would fix it then its your fault for trusting, get it on paper.
there are state run departments that will help you with tenant rights and resolve these issues.

as for hot water you cant be denied that for any reason.
don't forget call you state rep's office.

To further saltsprins answer--if you are going to stop paying rent, you have to put it in an escrow account at your bank. (the bank will help you) If you don't and you spend the money he can sue you and you will be in the wrong. You have to prove that the reason you are not paying is due to his not repairing things--not that you don't have the money--so you have to have the bank papers that prove the money is in the escrow account. Once you have done that, you can take him to housing court--call your local court clerk and ask how--to force him to do the repairs. Good luck!
