That is a ridiculous question. Color is the relative reflection and refraction of light as perceived by the EYES and the BRAIN. Since blind persons have not the functional sense receptors required to interpret these reactions, of course they cannot feel them any more that a sighted person can. Can you close your eyes, touch an apple and tell me if it is green or red? Color is not tangible. No more can a blind person feel color than you could hear the sound of a bird chirping if you were born deaf and looked at the bird. Some who were born with sight, and lost it later in life can remember the sensation, but without ever having sight, one cannot imagine the concept of color. This is very unfortunate, don't you think?

Im sure braille, which is what the blind uses to identify letters, number and words, covers colors as well. Therefore they can feel the braille which tells them what color they have in front of them...so yes.

I guess u could describe a colour as a feeling or a texture

hot= red
blue= cold
green= grass
