In internet Explorer, you go to the the "Tools" Menu, Select "Internet Options" then click on the "security" tab There will be a red circle Icon- for Restricted sites, Click on that and input the web address. The problem with this solution is that I don't think that it is password protected. So anybody may be able to remove it from restricted sites.
I am not super familiar with XP home, but I know that you can set up user accounts, so that everyone who uses that machine has to have their own password to log on. I believe that if you set it up right that you can only make these changes in the main user account, so unless they can get into the main account, this solution may work for you.
I would strongly recommend getting somekind of internet filter that blocks certain sites.
