basically yes but...
it just happens that it APPEARS that this is the case. in fact the earth is rotating the way that it looks like that.
and
if you live near the poles you may observe the sun running along the entire sky without sunset or sunrise for a limited time.
at other times, no sun at all in these areas.
tribute to the earth axis tilt of 23.5 degree ;)
