I don't think anything can be done about the skin coloration, the coloration can probably be explained by your heritage, both Spanish and African-American or darker skinned. The bumps could be any one of the number of things, mild acne, razor or shaved bumps if you shave.

Normal skin pigmentation causes the scrotum and the shaft of the penis to be darker than the general body skin. It is generally attributed to ancient times when we all ran around naked; the darker pigmentation tended to reduce sunburn. However now that we all spend way too much time wearing clothes, there is really no protection form the sun; all that remains is the darker colour.

It is also noted that there is a significant difference from one individual to another in how much darker their penis and scrotum are compared to say their chest. Some white guys have only a minor darkening while others can be quite brown.

The darker appearance usually shows up at some point during puberty. That explains why you have had it for the past several years.

There is really nothing you can do about it except to tan the rest of your skin to match. However with all the warnigns about excess sun exposure one might be better advised to just relax and not worry about this natural skin colouration. In fact the best way to realize you are perfectly normal is to join a gym or the Y and use the showers there. You will easily observe all the skin tone variations on other guys.

It is a natural colouration, virtually every male has darker skin around the scrotum and on the underside of the penis. It is nothing to worry about The bumps are also natural.

I'm not a doctor, but I'm pretty sure it's gonna fall off by the time your 20- that sounds pretty freaky. I wonder if it's gangrene?
