I watched the vid, and think it is a sponge filled cart, hence no seal, just a breather. From my HP refilling times, I found it better to use an empty syringe withoiut the plunger to fill, simply putting the quantity of ink in the empty syringe when it is stuck in, and allow it to gravity fill, prevents air bubbles. The important bit of kit that these guys have is the priming tool, to ensure the ink is coming through. If, like me, you have allowed carts to run dry the ink is pigment based and soluble in a weak solution of ammonia. Stand the cart in a saucer with a weak solution covering the head for a while. You could maybe cheat a little by putting the weak solution in the priming tool and pressing gently then pulling back to flush the head.
My "final solution" (dont use carts now) is a "Continuous Ink System" saves even more than refilling, so cheap its embarassing.Use my E-Mail Ill give you the info...

From what I understand, the cartridges have a type of filler that the ink is soaked into, probably to help control the amount of ink that is allowed into the head assembly. The ink is bubbled and transfered to the page, so if excess ink is in the head area, it may prevent proper operation. I have never heard of a chip installed in a cartridge to tell how much ink is left. if you pull a cartridge out and put it back in, I've seen it actually think it was a fresh cartridge and say it was full. The software for the printer would guage how much was printed and calculate how much ink was left. Our Lexmark will ask if you are replacing the cartridge or not. To the point though, I would think if your cartridge isn't working, either the ink hasn't worked it's way to the print nozzles or it's all dried and the ink can't get through.

Don't know that particular cartridge however some need resetting after they have been filled as they have a chip in them that tells the printer the level of ink. JR sell a seperate bit that resets the chip.

to check how much ink is in the actual cartridge you need to open the printer file on your desktop and select propertise, then go to cartridge status. to fill the cartridge, you need to buy a special ink suringe that injects the ink into the actual cartridge. well hope this helps (ask the store for cartridge suringes and give them the series number of your printer and they should be able to give you one)
