Absolutely.
But you must be very patient because they are extremely rare, I mean the dragons.
And as you need practising, it can take years before having a degree.
I suggest to you to go for Nessie as he is the number one Scot of a new survey...
Beside Nessie and at Hogwarth's, it seems that the only country where they survive is China.

You could become one but your source of income would come in sales of media sources such as books and games. You can become an expert in any field, even in the mythical arena but it may not prove to be the best if thats what you're pursuing to make a living.

I happen to be a Practiced Dragonologist, and my friends and I have been studying them for years. I just wanted to say, however, that most dragon breeders, trainers, and studiers now operate in complete secret, so don't get discouraged! Please try to understand that it's better this way..
