YES'
of course the rules for the FIFA are the same for every country:you have to play at least four years for that country,it also deppends on the migration regulations.example1: franco(arg),
sinha(bra),caballero(arg)all these three players play for mexico's national team,so they cannot play for the country they where born on.these players lived and played in mexico for years they dont even have that stupid accent.Rafa just naturalized himself as spanish, but of course he cannot play for that national team (spain) because he allready plays for his country (MEXICO)
example2:el pony ruiz is chileno but he is more mexican then chileno.he's naturalized also as mexican, but too bad he cannot play for mexico because he was allready forced to play for chile.
EXAMPLE3:SO THE ANSWER IS YES IT DOESN'T MATTER IF YOU ARE GRINGO OR GALLEGO.AS MATTER OF FACT MY DREAM TEAM SANTOS LAGUNA HAS A YOUNG CHICANO PLAYER. HE IS BAD *** HE IS ALLREADY CHOSEN TO PLAY FOR MEXICO'S NATIONAL TEAM(SUB20)HIS NAME IS SONNY ALEJANDRO GUADARRAMA BERMUDEZ.CHECK HIM OUT.
el es uno de nuestro futuro por nuestro equipo.

Yes you can play for the National Team. This past world cup Mexico had players from Brazil and Argentina on the team. Just depends if you are good enough to play in the Mexican Futbol Clubs and if you are selected to play in the National Team.

This is too that guy that said Giovanni dos santos was born in Brazil no he wasn't his father Zizinho played in the Mexican league and his mother is Mexicana from Monterrey, Gio was born in Mexico but his father is Brazilian and mother Mexican. Nery Castillo plays for a team in Greece his father played in the Mexican league and lived their for some time and Nery's mother was Italian but Nery's father was Uraguayan so Nery was born in Mexico but if he wanted to he could play for Uraguay because of his father. But from what I read and hear Nery ihad close discussions with Hugo Sanchez Mexico best player and now coaches the National team saying that he has decided to play for Mexico's national team!

Hell no! Only pure born Mexicans can and should play in La Seleccion Mexicana. Now that you mention it, there is not even a chicano that is known to be a professional soccer player in any other international soccer club.

yeah, just as long as you become a Mexican citizen and haven't played for any other National team! Just look at Zinha and Guille Franco. Pony Ruiz is a Mexican citizen but cant play with Mexico because he previously played with Chile!

A double nationality is available for Mexicans who take the
oath as American citizens, I would hope the same
situation may apply too the other way.

Yes if your one of your parents are from Mexico. you can also play for the US national team if you want. for example Giovanni DoSantos was born in Brazil and raise in Mexico. His father was born in Brazil and his mother was Mexican. He had the choice of playing with Mexico or with Brazil and he choice Mexico.

He needs to have double citizenship(doble nacionalidad; american and mexican), which can be easily acquired because his parents are mexicans, in order to play for the national team......

I would imagine that you would have to have mexican citizenship. I don't know Mexico's policies for citizenship and stuff, so I can't tell you what to do to acquire Mexican citizenship, but I would imagine that you would have to have it to play for the national squad.
