I have a beagle that is about 1 year old. When she was 5 months old she did the same thing. We checked her for fleas and nothing we didnt know why she was always scratching but then one day she just decided to stop. Still dont know why she used to always scratch, maybe a breed trait. Who knows?

If it's happening a lot it could be an allergy and it could be caused by something that contacts her skin - bedding, shampoo grasses etc or by something in her diet.
You could do a bit of trial & error testing yourself by eliminating or changing these things one at a time until you find what makes a difference or you could get the vet's opinion.
It could just be that she likes the feel of scratching.

Also, it could be a reaction to her food. I recommend and feed my dogs http:/www.frrco.com/121668 Fish and Chips formula. It is designed to be non-allergic, and helps ward off skin/coat problems, allergy sypmtoms like ear infections (which beagles are prone to) and a list of other health problems.
You also feed less because it is quality ingredients and not made of fillers.
Add a boiled egg a week to your dogs diet.

Have you made sure you wash off all the soap when you wash her? Alot of the time my aunts dog scratches, it has to do with that. If you don't get it all out, it has a small annoying itch to it. Try to thoroughly wash her fur next time, and if the scratching continues, bring her to a vet.

Is there any flaking? If there is then she has dry skin. Yo might want to consider adding some EFA's (essential fatty acids) to her diet. Talk to your vet and they can recommend the correct supplement and dosage for your dog.

check the beding materal and see if by changing it out the itching goes away;
change out the food or is someone feeding the dog rather than you.
just make changes and see which one is working over a period on time

Have you tried see ing the vet or giving it a bath. It might have flees or it might just have dandruff
