when we are on the phone we talk a lot but when we are in the car or just sitting together we get all quiet. Yet what I also realize is that we've been together for about 4 months and I don't really know him that well. what questions can I ask him and what can we talk about so that we can get to know each other better.

Ask him about his past. What he sees as his future. What he likes/dislikes, his family etc..

You guys are probably more comfortable on the phone, because you are not face to face. Is the silence comfortable or uncomfortable.
My suggestion is to ask him a question, such as "what was your favorite toy when you were a kid", or did you ever see the movie, ????" Something that is going to spark the conversation to lead into more and more things.
If for some reason it doesn't help, then just ask him plain out why you and him don't talk in the car or when you are just sitting together. It's always best to be upfront, and honest.

start talking about stuff that is funny that happened at school or work it could lead to interesting discussions

ask about his friemds, family, work if he has and his past life.
then maybe he will ask u so yeah do that...
