I don't think there is one uniting force, especially if you're considering through all recorded history. Some governments seem to have held a real concern for the welfare of the governed, more seem to run on greed, corruption, ambition, oppression and retention of power.

in theory it would be to advance a nation to it's glory of power, wealth and law.. in actuality it's money, greed and corruption.
