All signs point to LSU heading to the Rose Bowl (to play Michigan). If Florida loses to Arkansas, it's almost certain that Arkansas would be heading to the Sugar, and LSU to the Rose Bowl.
LSU would most likely get the nod over a two loss Florida because Florida's loss would be more recent, and LSU's only losses are to Florida and Arkansas on the road, while Florida losses would be at Auburn and Arkansas (on a neutral field).
LSU would also be ranked higher in the BCS Standings, and would be a more appealing choice over Florida.
Nevertheless, if Florida wins they're at least heading to the Sugar Bowl, with an outside chance shot at the NCG (if USC loses, and Florida passes Michigan in the polls).

Something I haven't seen mentioned in the answers yet. Both teams will have a BCS bowl game. The winnner of the SEC champ game get an automatic bid into the BCS. Fla or Ark will be guaranteed. The loser of that game will most likely not be in a BCS game. Ark would drop too far in rankings, giving LSU the at large bid. Fla losing would give Ark the automatic birth, since Fla would drop below LSU in the computers then, the tigers still get the at large bid. Fla being ranked 4th and LSU 5th with only a few points between them in the computers make almost impossible for LSU to get knocked out of the BCS.
Which bowl they get is still very much up in the air. They will play the Rose or Orange Bowl. If we get the Rose Bowl, we most likely get Mich, but a lot could happen to change that. If we get the Orange Bowl, I think we would end up with the ACC conf. champ. Wake Forest is possibly the one there, but not definite.

Florida has only lost once and LSU has lost twice. As of now Florida would be ahead of LSU. The BCS will never be completly fair though so just remeber that.

Regular season record only matters in a conference championship situation, but the BCS puts the teams in bowl games based on rank, so Florida is still gonna be in a bowl over them.

if florida beats arkansas, they are in a BCS bowl for sure.
if florida loses, then arkansas goes for sure, and it will be up to the polls to decide whether florida, LSU, or a non-sec team will get the remaining "at large" BCS spot.
