some philosophes believe that reason and observation reveal natural laws governing the universe and moral laws laws that grants the same natural rights to human beings?

Nietzsche challenged that reason was unable to provide values. Values had to be created from within. He believed a will to power could bring about the realization of these beliefs and elation in them, since God no longer provided a framework for values.
Now that bit about Hitler... Hitler was a dictator, a military strongman and a notorious antisemite. There's not much of a challenge to rationality there, only the actions of a demented man who came along at a time in history where he found a following. What are you trying to get at?
