Ancient Greece. At least that seems to be the first large-scale society based on it. I'm sure there were small democratic tribes and societies before that, and someone else here might know what they were, but Greece always seems to be the first reference to it.

Democracy started with the ancient Greeks - specifically, with the city state of Athens in Greece. The Athenians did away with kings and dictators and decided to rule themselves by themselves. However, their democracy was limited. You could not participate in it if you were a slave, woman, or foreigner. The ancient Romans loved all things Greek and spread their writings and culture around the world. The Roman Republic was probably based on Greek democracy in some ways. The Republic had a congress of senators who decided things among themselves. Of course the only ones allowed to be senators were rich, Roman, free men. The French revolution had a big impact on Europe and the world too with their getting rid of their aristocracy and trying to rule themselves. Their Declaration of the Rights of Man was admired by people throughout the world.

Although the idea of democracy did originate in Greece this only applied to an elite class. John Locke was very influencial on Thomas Jefferson his works may be of some interest.

It means "of the people". .as opposed, in the political sense, to the Conservatives, which stands for the Government calling the shots for us all, instead of us having a sayso.
It was first used commonly in this capacity in the 12th Century, in Greece, and is derived from the Latin language: demo- "of", and cracy- "the people"
In our country, in the English language, it was first formulated as a political icon because of the concepts mentioned in the Preamble to the Constitution of the United States of America. It states; and I quote:
"We, the people, for the people, by the people, in order to form a more perfect union; establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, secure the blessings of liberty; for ourselves and our posterity, do ordain and establish this Constitution of the United States of America." -end quote.
So, your answer is, "of the people".
