5.15 = 5+15/100= 5+ 3/20 = 103/20

5/(103/20)= 100/103

Another way is:

Multiply numerator and denominator by 100,
(5*100)/(5.15*100) = 500/515 = 100/103.

Move Five's decimal place two to the left, and five point one five two to the left. So:
5= 500, and 5.15=515.

Now, just solve 500/515.(Or 515/500... your wording was confusing.)

So, if it is 500/515, it's an irrational number. (Cannot be expressed as a fraction)
(About .97873.....)

However, if it is 515/500, it is 1.3. Hope that answers your question.
