It's probably because he was the last high-ranking Nazi left alive by the mid-80s (and still in prison in Berlin). The guy wasn't even particularly popular with anyone but Hitler at the time, and he didn't exactly contribute a great deal to the Third Reich either.

Hess has mixed reviews as a traitor to Nazism as he was attempting to ply for peace with Great Britain when he crashed his plane in GB.. He wanted to met with Prince Philip, to discuss surrender options.. Instead he was place in prison and charged with war crimes at Nurenberg where he was sentence to life in prison and died of suicide in the 80s.

I'd guess Neo Fascists view Hess as the ideologue and not the coward he became. He was party leader and Hitler's personal assistant for some time. My guess is neofascist view this as getting close to there divine.. Remember Hitler and his ilk bought into Tutonic myths and legends and say themselves as Godmen.
