This is a extract from a rugby league (yes and i know its not football) site

Yes but it didn't last long. They had one turnstyle open and then applied to get that closed because of the huge crowds that congregated there. They used Health and Safety laws to overide the free admission one.

yes they were once when it first came out ,they had to have 1 free turnstile ,but they soon got round that money grabbers./
