To calculate percentage change, take the DIFFERENCE (the final value minus the starting value) and divide that by the starting value, then multiply this result by 100 (just move the decimal two places to the right).

To calculate what percentage something is of the whole, divide the part by the whole and multiply the result by 100.

The "multiply the result by 100" bit is because "percent" is a contraction of the latin phrase "Per Centum" which literally means "for every one hundred." You have claculated the change or amount for every one, so you multiply this by a hundred to get the change or amount for every one hundred.
