Perhaps we'll never really know...maybe nobody cares what comes out of Pluto's mouth...or maybe Mickey has been threatening him so he won't talk and steal the limelight away from him...that may also explain why minnie isn't around too much....coincidence?

Pluto was meant to be an actual dog to Mickey, not a friend unlike Goofy who was made to be a friend to Mickey which is why they have Pluto act like a dog who walks on four legs, while Goofy just acts plain Goofy! =]

I don't think those shows are supposed to be realistic.
I guess it's because they were not designed to be in the same cartoon at the same time. Pluto was designed to act as a pet and Goofy as a slap-stick character and so Mickey or Donald would appear with whichever character the plot needed to further the gags and jokes.

He's a different breed of dog. On the animated Star Trek episode The Slaver Weapon, the Kzin males are intelligent yet viscous creatures while the females are dumb animals.
