This is a simple equilibrium problem. The force of gravity is straight down; the buoyant force is straight up. The net force is buoyancy minus gravity. If it is positive, the diver with rise. If it is negative, the diver will descend. If it is zero, the diver is neutrally buoyant and will maintain current depth assuming water conditions don't change.
