My understanding is that a Rent a Cop is a security guard without a gun. And a Robo Cop is a cop on a power trip...

"rent-a-cop" is a security officer

"robo-cop" is short for robotic (cyborg) police officer as the one in the "Robo-Cop" movies, starring Peter Weller.

ADDED: For "The First Lady". "Rent-a-cop" can refer to any security officer regardless of equipment or keys. They can be armed or unarmed. The term only applies to the person serving in the capacity of security officer.
