Because there is no supervision if they are off campus. I was a high school student and so were my kids, they are not just having lunch most of the time.

My high school allowed students to go off campus, but it ended up being only the 11th and 12th graders (the ones that could drive).

no one is willing to pay for the supervision.
it's a labor issue.
they closed the campus in our town after some kids got
KILLED driving back to school. they were playing and
throwing ice at each others' cars. kids don't know how to
stay safe. so they have to be watched.
