I'm in the same boat. Hehe. Just try to make a list of things he likes and go from there. My boyfriend loves Superman, so I think I'm going to order him this shirt off Amazon. I also bought him a DVD collection that he thought was cool when we were in the mall one day. Go shopping with him. He'll point things out!
Oh, and someone suggested on Yahoo! Answers once to say, "Guess what I'm getting you for Christmas!" and then he'll start naming off all these things he wants, then you'll have your list. xD
Edit: Oh, and to the person suggesting a Nintendo Wii. Yeah, right. You can't even find those anymore buddy.

Go to the tool section of Home Depot and buy him a drill or something. Get the receipt so he can take it back and buy what he really wants. It may not seem romantic to you, but chances are good he will feel very romantic about it.

Try personalizationmall.com for not-too-expensive romantic gifts. My favorites are the canvas portrait of a tropical beach with your names written in a heart in the sand, or a slate heart-shaped plaque with your names.
At poetry.com, you can write him a poem and have it mailed to him in a glass bottle.
Otherwise, a thoughtful gift to compliment his interests (favorite sport, food, hobby etc.) I would need more info to help with that.

once i did a deal where you leave clues in different places. like at a restaurant or a gas station leave messages or clues. then i had rented a hotel room with a huge tub and lots of suds and a hat on with his present with me. just an idea but it is really alot of fun and it keeps the romance alive.
