Space tourism exist these days. As of this year (2006) there have been four space tourists to the International Space Station, each spending more than US$20 million aboard a Russian supply mission. The Russian Federal Space Agency can make everyday people's dream come true as long as the prize is right and as long as the health and other requirements are met after the training.☺

Flying into space, yes you can do that, if you have enough money. Flying into space on the Space Shuttle, no, NASA doesn't allow that, no matter how much money you have.
The Soviets have been known to take civilians up into space, so long as they pay the hefty price tag. This also includes the chance to enter the International Space Station, but only the Soviet portion, as the US won't allow civilians on its side.
As for agencies that study space that are non-governmental, many universities offer astronomy degrees or astro-physics degrees. A number of aerospace companies, that are contracted by the government, build space-capable vehicles, be they rockets or the next generation of launch/lift vehicles. Lockheed, Boeing, Raytheon are just a few names that come to mind.
For the study of UFOs, such studies usually fall under private groups run by individuals that find interest in that sort of thing. These groups tend to either be scoffed at by mainstream scientists, or run into trouble when they start poking around military installations that they believe house alien technology.

The Space-ship-one project costed a mere few million dollars per passenger, and took a few ordinary (if not extremely wealthy) people to the edge of the atmosphere. Whether or not they truly got to experience space is open to interpretation, as they never actually left the atmosphere or went into any sort of orbit around the earth.
However, if you have thirty or so million dollars and are physically up to the challenge, you can hire the Russians to take you into space - and really into space. The last few got to ride up in a real rocket and stayed in a space station for a few days....well worth it if you're a multibillionaire in my opinion.
Or if you're Bill Gates, thats what....twelve hours of interest on your money?

Everyday people yes, but only as long as you have the big money to do it. A Persian woman just recently came back from a trip to outer space that she paid about $20million to do. Money can buy you the world.
