To hunt down those directly responsible and bring them to justice. Then, concentrate on developing the intelligence assets necessary to disrupt their organizational structure and prevent further attacks to the greatest degree possible.

You don't cut off the hand to remove a splinter in the thumb, which seems to be our current way of handling things.

Exactly what happened, but with two key differences:

1.) Use the opportunity to encourage Americans to make sacrifices in the form of higher taxes (instead of borrowing money from the Chinese to pay for the war), higher enlistment rates, and lower fuel consumption.

2.) Don't invade Iraq. Duh.
