I tried another cable that is relatively new, same problem so it is not the cable. I tested the monitor on another pc and it works fine. I downloaded drivers for the video card and installed them and still not working right. Windows troubleshooting suggests updateing the BIOS drivers , and I can download these from Dell. Will try this, if not this then is it a bad video card?

Don't update BIOS unless ABSOLUTELY NECESSARY!! The BIOS has nothing to do with your problem!! (since the BIOS does not change anything on your video except for memory)

Did you use the new cable on your PC? did you check for a bent pin inside the ends of the cables and is there any object that is magnetic around the screen?

If you answered no to these, it COULD be your video card.. You may want to change the vsync and resolution settings under control panel to see if any of those changes help. (Since other pc you tested the monitor up to could have different settings)

Try that first.. if video card is bad, make sure you crack the case to find out which type you need. If it is on the motherboard (computer's main board) you will need to buy a new card and disable the onboard one in the BIOS..

You video card is going out.

You will need to replace it. if it is one that is built into the motherboard then you will need to get one that will fit into the expanction bay, AGP or PCI. you will need to open you PC cover and look inside. If you see a BROWN color slot then you have a AGP slot open and will need to get that kind of card. If they are only WHITE then you will need a PCI card.

I am 100% sure this is your problem as i have been doing this for years and you have trouble shooted just as i would have and you have told em all i need to know.

Replace the card and you will be fine.

the video card is dying replace it with a new 1 from best buy or circut city check to see if u have avalible pci card slots (white) or agp slot (brown) they r cheap to low as 49.99 and can go lower if u don't won't alot of video memory, low as 8.99-12.99

Try adjusting the refresh rate in advanced settings under the monitor tab.
