Depends what you mean.
Windows XP has a built-in program to make and edit videos.

For editing DVD, VHS, and other "film" sources, there are a variety of programs available.

Myself, I prefer the "Pinnacle" suite which includes an "interface" box for input from and output to a VCR.

I use windows movie maker it comes installed already if you have win XP
