It is an adjective as well as a noun
e.g
The latest news(latest is an adjective )
this is the most latest news at the BBC web (here latest is used a noun.)

Latest is an adjective - it modifies a noun (latest fad, etc). Late is an adverb - it modifies a verb (I will be working late tonight).
