in some municipal areas you are actually required to carry a form of identification.

An ID determines who you are and if you have certain rights.

I have worked with a number of law enforcement personnel from across the country and across the world, and everyone agrees have an ID on you should be required all over the world because its a security issue.

UCLA as with all UC campuses have an ID requirement when it comes to their libraries, some are enforced more than offers. But the ID requirement is protect the school and the students because if anyone can go inside the library they can cause incredible amounts of damage to the stacks/collections inside, have direct access to the computer networks, or whatever crimes you can think of.

The guy could have avoided trouble by just walking out when they denied him services based on the fact he was not produce evidence he had the privilege to use the library. But instead he decided to press the issue in a manner that caused the library personnel to call UCPD. And than he decided to press the issue more by going limp and defying the lawful order of law enforcement personnel. In 80% of other country they would have been the crap out of him, instead of tasing him.

So carry a form of ID wherever you go. If you want to try it, go and try to board an airplane at any major airport without one.

There is a rule that you can't use the UCLA library after a certain hour unless you have your ID.

That doesn't explain why the UCLA security didn't ask the white students for their IDs and only asked students of color. Nor does it explain why the UCLA police would taser that student when he was on its way out. Nor does it explain why they would continue to taser him after he was handcuffed.

And it certainly doesn't explain why they would threaten to taser the witnesses when they asked for the officers badge numbers.

But yeah -- they do have an ID policy at the library. The big irony here is that you can't log onto the library computer without an ID -- so the ID check was redundant.

All students on a University campus are required to carry student ID. It's in the college handbook.

1. How would you be able to determine who actually belongs on campus?

2. Why would they have you get one if you don't need to carry it?

3. UCLA campus is wide open, anyone can walk anywhere on the campus they want, security is important. That's why they issue identification.

I don't know of a law requiring students to carry ipod devices.
