He was one of the best, in my opinion. The entire Grace album is excellent. My favorite CD is Jeff Live at L'Olympia. It is definitely worth a listen.
Tim Buckley was also an extraordinary talent.

I am sure he is the best in his own particular way. I doubt he is the best ever female topless dancer, or the best race horse, or even the best French chef. He was almost certainly the best performer of his specific kind of music.
