How can I set up a College in India?

I am an NRI and wish to set up a college (Management and IT) in India. How do I go about it guys? What is the education policy regarding NRIs . Do I need a license from the Government ( both central and state??) Pls help me guys... Thanks!

Most colleges are attached to Universities.

Look up Universities on Internet and see if they have the interest in the proposal.

Most institutions are private independent from government but you may want blessing of a board of education or professional society.
