it is impossible to answer that question because it is not specific enough if you mean the entire town that they spend 1000's of hours making and then all of the rest of the set you are talking about 150,000 to 200,000 dollars worth of everything withut the clay if you mean a small set to shot some easy shoots from one or two angles your cost would be greatly reduced, clay can be had in any crafts store around where you live it is oil based and had lots ot names go into the store and explain the project they will answer your questions because it will be necessary for you to give more details on it good luck that is a ton of work and 1000's of hours just for three or four minutes of film
