I've found these heel protectors in stores such as Meijer, SuperK, KMart, WalMart, etc. in the shoe section. They are usually found hanging on the display that has shoe strings and polish. Sometimes you can find them in Payless Shoes and other discount shoe stores.
The alternative would be a shoe repair shop. However, if they are an inexpensive pair of shoes, the repair may cost more than the shoes are worth. In that case - a shoe shopping trip is on the horizon :-)

Now, if you are replacing something on a pair of shoes, if it already broke once, you run the risk of it happening again. If they broke with relative ease, you may consider retiring the shoes.
Those protective covers are not the best as they will alter the heel height ever so slightly...

Any shoe repair shop will replace those for you. You can also try drug stores like RiteAid or Savon, but I doubt they would have that.
