Depends. Not everyone who goes to the polls casts a vote for each office. 8,351,529 people voted in the gubernatorial contest, and 8,217,526 people cast ballots in the contest for U.S. Senate. See the CA State Board of Elections.

There is a bit of a redundancy in your question, as only citizens 18 years or older can legally vote.
