go to tools, internet options and under the advance tab make sure you have SSL 2.0 and 3.0 checked along with TLS 1.0... X

There are several possibilities.
1. Your browser is not compatible with the bank site. (ALL browsers are NOT compatible to ALL sites, not even parts of Yahoo!)
2. Your "security" or "encryption" is not compatible with the bank site. (MINIMUM required by MOST secure sites is now 128 bit encryption!)
3. Your browser and/or firewall settings will not permit access.
I can't be more specific without further information, such as error messages, etc.
